Opportunity Overview

The subject of this public procurement includes: - delivery of equipment, its installation and integration, design and construction of 5 (five) sensor lines (SL) of approximately 30.4 km for surveillance of sections of the Bulgarian-Turkish border; - expansion of 1 (one) Regional Coordination Center and the Elhovo Local Coordination Center (LCC), as well as modernization of the Svilengrad LCC by relocating it to a new premises in the same building, according to the requirements specified in the Technical Specification, including the integration of the 'Krasta' Stationary Technical Surveillance Post (STSP) into the Integrated Surveillance System 1 (ISN 1), training of staff for operation, maintenance, and administration of the equipment, and provision of warranty support; - post-warranty support of the Integrated Border Surveillance System of the Bulgarian-Turkish border in the section from Kapitan Andreevo Border Crossing to Lesovo Border Crossing – ISN 1, including the remaining elements of ISN 1 that are not part of the newly constructed 5 SLs, namely: - perimeter alarm and security system - 21 units (6 units along the Maritsa River and 15 units in depth); - stationary technical surveillance post (STSP) - 7 units; - local coordination center (LCC) - 2 units; - regional coordination center (RCC) - 1 unit; - mobile surveillance system (MSN) - 5 units; - communication system connecting all constructed elements. - training of staff for operation, maintenance, and administration of the equipment; - provision of warranty support. • Selection criteria: The participant must have performed at least one activity with a subject and scope identical or similar to the subject of the procurement in the last three years from the date of bid submission. Subject similar to the subject of the public procurement shall mean construction and/or supply and/or maintenance of video surveillance systems including not less than 100 (one hundred) thermal imaging cameras. Video surveillance system shall mean a system providing perimeter surveillance with thermal imaging cameras and video analytics software, communication connectivity and information transfer (data, video and other types) to remote control centers, providing storage of acquired information and system equipment management. When submitting the bid, the participant declares compliance with the specified selection criterion by filling in the corresponding field in Part IV "Selection Criteria", Section B "Technical and Professional Capabilities" of the ESSED. Pursuant to Art. 64, para. 1, item 2 of the Public Procurement Act (PPA), proof of compliance with this selection criterion is a list of services that are identical or similar to the subject of the public procurement, indicating values, dates and recipients, along with documents proving the performed service. Proof documents are submitted upon conclusion of the framework agreement in accordance with Art. 112 and Art. 112a of the PPA and in cases under Art. 67, para. 5 and/or Art. 104, para. 5 of the PPA. When joint ventures, which are not legal entities, participate, the requirements of Art. 59, para. 6 of the PPA must be complied with. Subcontractors must comply with the selection criterion according to the type and share of the procurement they will perform, and there must be no grounds for their exclusion from participation in the procedure.
• Selection criteria: The participant must have achieved a minimum turnover in the field falling within the scope of the procurement (within the meaning of §2, item 67 of the Implementing Regulations of the PPA) for the last three completed financial years, calculated based on annual turnovers, amounting to half of the estimated value of the current public procurement - EUR 6,953,031.45 (six million nine hundred fifty-three thousand thirty-one euros and forty-five cents) excluding VAT. When submitting a bid, compliance with the selection criterion is declared in Part IV "Selection Criteria", Section B "Economic and Financial Condition", whereby the participant indicates the amount of a specific annual turnover with start and end dates for each of the three completed financial years. Pursuant to Art. 62, para. 1, items 1, 3 and 4 of the PPA, to prove compliance with the selection criterion, one or more of the following documents shall be submitted: - certificates from banks; - annual financial statements or their constituent parts, where their publication is required according to the legislation of the country in which the participant is established; - a statement of turnover in the field falling within the scope of the procurement. The field falling within the scope of the procurement shall mean a field including construction and/or supply and/or maintenance and/or installation and/or integration and/or maintenance of video surveillance systems (including cameras and/or communication equipment and/or video control software, constituting a video surveillance system). The information shall cover the last three completed financial years. The information may cover a shorter period depending on the date the participant was established or started its activity. Proof of compliance with the selection criterion is submitted in cases under Art. 67, para. 5 and Art. 112, para. 1, item 2 in conjunction with Art. 112a, para. 1 of the PPA. Proof is also submitted for subcontractors, if any, in accordance with Art. 67, para. 2 of the PPA. For a participant or subcontractor that is a foreign entity, the turnover will be calculated at the BNB exchange rate for the respective currency. When for a valid reason the participant is unable to provide the documents requested by the Contracting Authority, they may prove their economic and financial condition using any other document that the Contracting Authority deems appropriate. Subcontractors must comply with the selection criterion according to the type and share of the procurement they will perform, and there must be no grounds for their exclusion from participation in the procedure.
• Selection criteria: The participant must have achieved a minimum total turnover (within the meaning of §2, item 66 of the Implementing Regulations of the PPA) for the last three completed financial years amounting to the estimated value of the current public procurement - EUR 13,906,062.90 (thirteen million nine hundred six thousand sixty-two euros and ninety cents) excluding VAT. When submitting a bid, compliance with the selection criterion is declared in Part IV "Selection Criteria", Section B "Economic and Financial Condition", whereby the participant indicates the amount of total annual turnover with start and end dates for each of the three completed financial years. Pursuant to Art. 62, para. 1, items 1, 3 and 4 of the PPA, to prove compliance with the selection criterion, one or more of the following documents shall be submitted: - certificates from banks; - annual financial statements or their constituent parts, where their publication is required according to the legislation of the country in which the participant is established; - a statement of total turnover. • Selection criteria: The participant must apply a Quality Management System compliant with the requirements of BDS EN ISO 9001:2015 or equivalent(s) covering the supply and/or installation and/or integration of video surveillance systems and/or radio-relay equipment and/or optical communication equipment and/or network equipment. When submitting the bid, the participant declares compliance with this selection criterion by filling in the corresponding field in Part IV "Selection Criteria", Section G "Quality Assurance Schemes and Environmental Management Standards" of the ESSED. Proof of compliance with this selection criterion is a certified copy of a valid Certificate, certifying the compliance of the quality management system with the requirements of BDS EN ISO 9001:2015 or equivalent(s) covering: construction and maintenance of video surveillance systems, issued in accordance with Art. 64, para. 5 or para. 6 of the PPA. Proof documents are submitted upon conclusion of the framework agreement in accordance with Art. 112 and Art. 112a of the PPA and in cases under Art. 67, para. 5 and/or Art. 104, para. 5 of the PPA. When joint ventures, which are not legal entities, participate, the requirements of Art. 59, para. 6 of the PPA must be complied with. Subcontractors must comply with the selection criterion according to the type and share of the procurement they will perform, and there must be no grounds for their exclusion from participation in the procedure.

• Selection criteria: The participant must have personnel and management staff, who will be directly involved in the execution of the public procurement, with the following professional competence: 1. Project Manager – minimum 1 (one) person with professional competence in the field of economic or technical sciences - professional field "Communication and Computer Engineering" or "Electrical Engineering, Electronics and Automation" or equivalent. Must possess a valid project management certificate (Project Management Professional, PRINCE2 or equivalent). Specific experience in the implementation of at least 1 (one) activity in the field of information technology. 2. Video Surveillance Experts - minimum 3 (three) persons holding a valid certificate/qualification for completed training, issued by the manufacturer or its authorized representative of the offered thermal imaging/thermal cameras, proving competence to work with them, installation and/or setup and/or commissioning; - professional experience acquired in the implementation of at least one activity involving the construction and/or maintenance of security/video surveillance systems with built-in video analytics in the equipment or using video analytics software. 3. Video Management Software Experts - minimum 3 (three) persons holding: - a valid certificate for completed training, issued by the manufacturer and/or an authorized representative of the manufacturer of the offered video management software, proving competence to work with it (installation, setup, and commissioning); - professional experience acquired in the implementation of at least one activity involving the deployment and/or maintenance of video management software. 4. Radio-Relay Communication Equipment Experts - minimum 2 (two) persons holding: - professional competence in the field of radio-relay communication equipment; - completed training course for performing installation, setup, and commissioning activities of radio-relay equipment. - professional experience acquired in the implementation of at least one activity involving the construction and/or maintenance of radio-relay communication equipment. 5. Optical Fiber Information Transfer Experts - minimum 3 (three) persons holding: - professional competence in the field of optical fiber information transfer and performing installation, setup, and commissioning activities of optical communication systems; - professional experience acquired in the implementation of at least one activity involving the construction and/or maintenance of security/video surveillance systems using optical connectivity for information transfer. 6. Server Experts - minimum 2 (two) persons holding professional competence in the field of information and communication technologies and performing installation, setup, and commissioning activities of IT equipment (servers and/or disk arrays), as well as - professional experience acquired in the implementation of at least one activity involving the installation/deployment and/or maintenance of server(s). 7. Network Equipment Experts - minimum 3 (three) persons holding: - professional competence in the field of network equipment and performing installation, setup, and commissioning activities of network equipment. - professional experience acquired in the implementation of at least one activity involving the installation/deployment and/or maintenance of router(s) and/or switch(es). 8. Electrical Connection Experts – 2 (two) persons holding: - a valid certificate for acquired IV (fourth) or higher qualification group in electrical safety, in accordance with the Regulation for safe and healthy work with electrical installations up to 1000 V; - professional experience acquired in the implementation of at least one activity involving the construction and/or maintenance of electrical or communication systems. It is permissible for one person to meet the requirements of more than one professional competence under items 1 to 8. "Professional Competence" means the possession of knowledge obtained through education or additional qualification, and/or skills acquired in the process of exercising a certain duty or position in the performance of labor, official or civil relations. When submitting the bid, the participant declares compliance with this selection criterion by filling in the corresponding field in Part IV, Section "B" of the ESSED. To prove compliance with this selection criterion, a list of the personnel who will perform the procurement and/or the management staff responsible for its execution, as well as documents proving the professional competence of the individuals, shall be submitted. Proof documents are submitted upon conclusion of the framework agreement in accordance with Art. 112 and Art. 112a of the PPA and in cases under Art. 67, para. 5 and/or Art. 104, para. 5 of the PPA. When joint ventures, which are not legal entities, participate, the requirements of Art. 59, para. 6 of the PPA must be complied with. Third parties must comply with the set selection criterion, for the proof of which the participant will use their capacity, complying with the requirements of Art. 65, para. 2 of the PPA, and there must be no grounds for their exclusion from participation in the procedure. Subcontractors must comply with the selection criterion according to the type and share of the procurement they will perform, and there must be no grounds for their exclusion from participation in the procedure.
