Opportunity Overview

The contracting authority intends to procure up to 3 low-floor solo buses with electric drive (electric buses) for the electrification of the bus fleet. The technical requirements and further performance items can be found in Appendix 6. The electric buses are to be used in public passenger transport. The final planning, whether electric buses are needed, how many electric buses are needed, and in which services they will be used, could not yet be completed. Due to grant-related deadlines, the final planning could not be awaited. Therefore, the contracting authority is issuing a framework agreement for the electric buses (see Appendix 8, Section 2). The contracting authority will procure 0 to a maximum of 3 vehicles from the framework agreement, depending on the need. The contracting authority has no obligation to accept vehicles under the framework agreement. The latest delivery date for the vehicles is October 31, 2028. The earliest date is December 1, 2027. The contractor will agree on the exact delivery date of the vehicles within this time corridor with the contracting authority.

• Selection criteria: Bidder's self-declaration of suitability (form 2) • Bidder's self-declaration on total turnover in the last three completed financial years, broken down by total turnover and turnover related to the sale and delivery of electric buses (form 2). The minimum turnover related to the sale and delivery of electric buses must be at least EUR 3,000,000.00. • Self-declaration on the existence or, in the event of an award, conclusion of adequate insurance cover with an insurance institution licensed in the EU. The sum insured for insurance cover must be at least EUR 5,000,000 for personal injury, property damage, and EUR 250,000 for financial loss per claim (at least twice the sum insured agreed upon above, depending on the insurance case, per year).
